RULES FOR ALLOTMENT OF RESIDENTIAL ACCOMMODATION TO OFFICERS POSTED IN PANDU-MALIGAON/GUWAHATI-NEWGUWAHATI
In supersession of all the previous orders governing allotment of residential accommodation to officers posted in Pandu-Maligaon-Guwahati-New Guwahati area, the following guidelines will come into force with immediate effect:
2. Accommodation & Controlling Authority:
2.1 The particulars of officers’ quarters including transit accommodation available at PNO, MLG, GHY and NGC areas is shown in Annexure ‘A’. These are divided into 3 pools viz. HQ pool, Divisional pool and Medical pool and the details of accommodation in each pool is shown in Annexure ‘B’.
2.2 SDGM/N.F. Railway will control the allotment of quarters located in Pandu-Maligaon and Guwahati-New Guwahati area (except Divisional pool).
2.3 DRM/LMG will control the allotment of quarters in Divisional pool.
3. Priorities:
3.1 Different lists shall be maintained for allotment of accommodation and prescribed priorities, within each list, shall be followed for allotment.
3.2 Details of type of accommodation, location, grade of officers entitled and their relative priorities are given in Annexure ‘C’.
4. Registration:
4.1 An officer requiring residential accommodation should submit an application to SDGM/DGM(G), giving details as per annexure 'D'. The Officer's name will be registered in one or more lists as per entitlement (not more than three type of quarters and maximum two locations in any one type).
4.2 A specific choice or unwillingness for a particular type or particular locality should be clearly indicated in the application. The officer will be considered for allotment of only such accommodation as indicated in the original application.
4.3 No registration shall be made prior to date of the officer taking charge of a post in Pandu-Maligaon /Guwahati-NewGuwahati area.
4.4 The name of an officer transferred out of Pandu-Maligaon/Guwahati-New Guwahati area and reposted to this area within a period of one year will be restored to his original seniority in various priority lists.
4.5 On promotion to a higher grade, the officer's name will be maintained in the original lists only to the extent of his fresh eligibility. Registration for the higher type of accommodation, entitled, will however be made from the date of promotion or his application whichever is later.
4.6 The updated lists for registration shall be maintained in the office of DGM(G). The officers registered for allotment shall be shown the register on demand.
5. Allotment/Occupation:
5.1 In case any officer occupying a HQ pool quarter is transferred to Guwahati, the bungalow occupied by that officer will be transferred to the Divisional pool and vice-versa. Similar procedure will be followed with respect to Medical pool. Pool balancing will be done at the earliest opportunity.
5.2 The quarters located in Guwahati-New Guwahati area will normally be allotted only to officers posted in Guwahati-New Guwahati area.
5.3 On allotment of an accommodation the officer's name shall be deleted from all the lists for lower type of accommodation as well as from the list for the type of accommodation allotted.
5.4 If an officer refuses to occupy the accommodation offered, his/her name will be brought down, to bottom of the particular list, subject to maximum loss of one year from the date of refusal.
5.5 Rent recovery will start after 15 days of allotment or vacation of the quarter whichever is later to avoid loss of revenue.
6. Transit accommodation:
6.1 Once transit accommodation is allotted to an officer, no change to any other transit accommodation will be permitted. The officer may however apply afresh, if desired.
6.2 An officer who has been allotted transit accommodation will be considered for regular accommodation from the date of registration.
6.3 An officer who has been allotted transit accommodation, if allotted regular accommodation on his/her priority reckoned from the date of registration for regular accommodation, refuses to occupy the regular accommodation on any pretext, then para 5.4 will be applicable.
7. Repairs to quarters:
7.1 Repair/White-washing of kitchen/bathrooms and white washing of one bed room (if absolutely considered necessary) shall be done, at the time of handing over of the bungalow to the new allottee. However such whitewashing shall not be normally done within 6 months.
7.2 Minor repairs including schedule periodical repairs and roof treatment etc. shall be done after occupation and will not be accepted as reasons for non-occupation/recovery of rent as per para 5.5.
7.3 The repairs should not involve any modification/alteration.
7.4 The engineering department shall attend to the minimum repairs outlined at para-6.1 within this period of fifteen days. It will be the responsibility of the allottee officer also to follow up on the repairs to be attended.
8. Ocupation/Vacation formalities:
8.1 Officers in occupation of quarters are required to vacate the accommodation within the retention period specifically allowed for various types of cases.
8.2 In the event of their not vacating the quarters, the occupation shall be treated as unauthorised and damage rate indicated in Railway Board’s letter No.F(X)I/93/11/2 dated 21.12.95 as applicable to individual cases, is leviable. Eviction proceedings under the Public Premises (Eviction of unauthorised occupants) Act, 1972, will also be instituted, if need be, for getting the railway houses vacated.
8.3 In order to avoid delay in issue of allotment, the officer vacating the quarter should indicate the probable date of vacation atleast two weeks in advance and obtain a memo from GM’s office, authorising SSE(works)/SSE(electrical) to take possession of the house.
8.4 Sr.DEN/MLG will ensure that SSE(works) takes possession of the quarter on the date of vacation. He will also arrange to get the quarter properly locked including the main gate etc.
8.5 Quarter vacation date should be communicated to DGM(G) by Sr.DEN/MLG promptly within a day following the date of vacation.
8.6 Occupation report shall be given within fifteen days of the issue of allotment order or date of vacation whichever is later, failing which the allotment will be cancelled and given to the next person in turn. This will apply in every case except when the allottee is away from HQ on leave/training or sick.
8.7 The copy of the occupation and vacation report to be sent to Dy.CPO(G), DGM(G), Sr.DEN/MLG, Dy.CSTE/MW/MLG, ADEE/MLG and departments concerned for necessary action.
9. Change of occupation:
9.1 Request for change for same type of quarter will not be permitted normally. However in exceptional cases the request will be considered only after six months from the date of occupation of existing accommodation.
9.2 Once an officer has been allotted change as per his request and he refuses the allotment his name will be struck off for any further change.
10. Retention of quarter:
10.1 Retention of quarter at GHY-PNO-MLG-NGC (except Divisional pool) by the officers of open line and construction will be dealt by the allotting authority i.e. SDGM.
10.2 Retention of quarter will be permitted in a phased manner only on the eligibility as per the latest Board’s circular for retention of quarters.
11. Out of turn allotment:
11.1 Following officers shall be considered for out of turn allotment for quarter, for first allotment only.
i) Officers serving in the territorial army.
ii) Officers occupying the non-pooled quarters at GHY-NGC for same type of quarter or one type lower at MLG.
iii) Officer occupying non-pooled quarter (meant for non-gazetted staff) at GHY, MLG & NGC.
11.2 Any other out of turn allotment or any dispensation on the above items shall be made, only with personal approval of the General Manager.

Sub: Change in policy – Bungalow Allotment Rules.
In case of out of turn allotment of house to a few officers in the recent past, GM has noted on the file “approved provided they have not retained accommodation at the previous place of posting”.
In the General Body Meeting of NFROA, on June 7, 2004, the following resolution regarding housing policy for officers were passed unanimously.
“SAG officers who have retained quarters at their previous place of posting should not be given over riding priority in allotment of type-IV(Spl) and Type-V quarters. They should be allotted quarters as per the normal waiting list”.
In view of these two decisions, the following changes in the quarter allotment rules for the officers in Maligaon/Guwahati/New Guwahati areas are incorporated with immediate effect:
1. Officers who retain quarters at the previous place of posting will not be considered for out of turn allotment other than transit. (This will not hold good w.e.f. 27th March 2006 as per orders of competent authority)
2. SAG officers will not have priority over SG and JAG in allotment of Type-IV(Spl) quarters.
3. For Type-V quarters, there will be a proportion of 1:2 between JAG/SG and SAG.
4. The PHODs/CHODs will get priority over others in respect of Type-V & Type-VI allotment.
This has the approval of competent authority.
